The Commission and the European University Institute are launching the Energy Regulation Academy (EnRA), a new TSI initiative designed to help national authorities translate electricity market reforms into practical results across all members.

As of 31 August 2026, European Union Member States complete the reforms and investments set out in their national recovery and resilience plans (NRRPs). This marks a defining moment for NextGenerationEU — the EU’s unprecedented common response to two major crises: the COVID-19 pandemic and Russia’s full-scale invasion of Ukraine.

With this final payment request, Denmark becomes the first Member State to reach 100% of reforms and investments linked to its RRF plan.

What we do
Through the €577billion Recovery and Resilience Facility, we support reforms and investments that strengthen economies, public services and long-term competitiveness.
We also provide tailored expertise through the Technical Support Instrument, helping national authorities design and implement effective reforms across the EU.

Reforms keep our economies competitive and improve the quality of public services. However, reforms are complex. It requires specialized expertise to make sure that the reforms are well-designed and optimally implemented.

Public Administration requires EU-level coordination to align reforms, avoid duplication, share expertise, and ensure consistent, effective governance across Member States.
