The reform aims to provide an updated strategic framework for the decarbonisation of the economy.
The first step was the establishment of an Energy Transition Commission (ETC) that prepared a report with scenarios and recommendations for the phase-out of coal by 2038 at the latest. The ETC was established in June 2022 and concluded its work on the report in September 2023.
On the basis of the scenario report and recommendations developed by the Energy Transition Commission, on 4 July 2024, the Council of Ministers adopted Decision No 482 on a Roadmap to Climate Neutrality.
The Roadmap shall set the final date for the coal/lignite phase out at the latest by 2038.
