The main innovation of the law is the introduction of so-called acceleration areas, in which projects for photovoltaic and wind power plants will be approved under a simplified procedure. In these zones, projects that meet the conditions of the Renewable Energy Directive will, among other things, not be subject to Environmental Impact Assessment (EIA), which will significantly speed up the entire process. However, this does not mean that projects will be approved automatically. The potential impacts of wind and solar power plants will already be assessed at the stage of defining the acceleration areas, based on requirements for the protection of other public interests, as well as biological assessments and a comprehensive evaluation of the environmental impacts of proposed acceleration areas (the so-called SEA). Within acceleration areas, it will be possible to permit not only new electricity generation facilities, but also related infrastructure, such as connections to distribution and transmission networks, energy storage systems, transport and technical infrastructure, and measures to mitigate impacts on the area, such as noise barriers.
