TSI 2027 – Permitting for grids and renewables

Context

Electricity grids are the backbone of the EU’s energy infrastructure. By integrating clean energy and accelerating electrification, they help lower energy prices and ensure a secure and reliable supply. Yet, lengthy permitting processes remain a major bottleneck for the timely deployment of energy infrastructure in the EU, hindering the roll-out of renewable energy and affecting energy bills for EU citizens and businesses. Grid congestion costs amounted to €5.2 billion in 2022 and could increase to €26 billion by 2030.

On 10 December 2025, the European Commission proposed the European Grids Package, which promotes the simplification and acceleration of permitting procedures for grid infrastructure, renewable energy and storage projects, recharging stations, and further strengthens the provisions for cross-border energy infrastructure projects.

Objectives

Through this multi-country project, the Technical Support Instrument (TSI) offers targeted support to Member States to streamline permit-granting procedures in line with the EU Grids Package. The aim is to accelerate permitting for grids, renewables, and energy storage, thereby helping to remove key barriers to Europe’s clean energy transition.

Why Join?

Slow and inefficient permitting procedures are delaying Europe’s clean energy transition. Grid projects can take up to 10 years to complete, over half of which is spent on permitting alone, while renewable energy permitting can take up to 9 years. By participating, Member States will receive tailored assistance and share best practices on how to simplify requirements, digitalise procedures, reform legislation and improve coordination on permitting for grids and renewable energy projects in line with the EU Grids Package.
