Developing Green Budgeting practices at regional level

The European Commission supports the Lombardy region (Itay), the State of Baden Württemberg (Germany) and Greece in developing, introducing and enhancing green budgeting practices with the objective to achieve their respective regional and national strategies for climate, environmental, and sustainable development objectives.

Context

The global push for green recovery has led EU Member States to commit to developing green budgeting methodologies as part of their Recovery and Resilience Plans. At the local level, regional authorities face the direct impacts of climate change and environmental challenges.

Green budgeting integrates environmental and climate goals throughout the budget cycle. It serves as a decision-making tool to understand the impact of expenditures, tax expenditures, and revenues on climate change and environmental protection, informing citizens about budget allocations.

Regional and local governments hold jurisdiction over crucial ecological policy areas, allowing them to enact regulations and policies to mitigate and adapt to climate change.

Support Delivered

The purpose of the project is to support the Lombardy region (Itay), the State of Baden Württemberg (Germany) and Greece in achieving their respective regional and national strategies for climate, environmental, and sustainable development objectives. To this end, the project aims at i) raising awareness of green budgeting frameworks at institutional and political level, ii) implementing and refining tagging methodologies, and iii) improving knowledge and building capacity.

Expected result 

The project is expected to deliver:

• A thorough analysis of the current policy, regulatory, governance and institutional framework of the budgetary governance systems of Lombardy and Baden Württemberg and of Greece, to introduce or improve green budgeting practices.
• Green budgeting tagging methodologies for Lombardy and for Baden Württemberg.
• A pilot to test the methodology proposed in both regions.
• A set of recommendations based on key insights shared by peers during the civil servants´ exchange programme.
