Supporting the implementation of Belgium's Recovery and Resilience Plan
Support to Belgian public administrations from all 6 institutional entities in the implementation, monitoring, control and reporting of their Recovery and Resilience Plan, by strengthening their institutional and administrative capacity. This resulted in the establishment of enhanced mechanisms for monitoring, reporting, implementation for this plan, for audit and control frameworks for this plan and for the application of the DNSH principle.
Context
After the COVID-19 pandemic, the European Union has used the Recovery and Resilience Facility (RRF) as a temporary instrument to support socio-economic recovery and strengthen the resilience of its Member-States. The European Commission has given a positive assessment of Belgium's Recovery and Resilience Plan, and agreed on a grant worth EUR 5.9 billion. The plan is structured in six strategic axes: climate and sustainability, digital transformation, mobility, social, economy and productivity, and public finances. Implementing this plan in Belgium represented several challenges: the novelty of the RFF funding instrument, the short implementation timeframe, simultaneous financial support instrument.
Support delivered
Throughout the project, different approaches were used to support Belgium : (i) stakeholder consultations, (ii) legislation review, (iii) analytical and technical reports, (iv) needs assessment, (v) materials development, and (vi) training sessions.
Results achieved
The technical support of Belgium lasted 13 months and helped six institutional entities in the implementation, monitoring, control and reporting of Belgium's Recovery and Resilience Plan. Overall, more than 250 representatives of Belgian federal or regional entities were trained.
