General technical support for the implementation of the Recovery and Resilience Plan
The European Commission aimed to contribute towards a successful implementation of the Republic of Lithuania’s Recovery and Resilience Plan (RRP) as there is a need to strengthen capacity and competence of the Audit Authority staff and enhance the audit strategy and other framework of the RRP. The support included the revision of the audit strategy as well as capacity building activities on relevant audit and control frameworks and standards.
Context
In order to ensure high quality and proper performance of the functions of the Audit Authority, there is a need to strengthen capacity and competence of the Audit Authority’s staff and to enhance the audit strategy and other framework of the RRP. Taking into consideration the absence of detailed documentation clearly defining detailed requirements for the audit strategy of the RRP, the sample and the nature of verifications, their adequacy, it is appropriate to expand the competence of the staff in these areas and receive the assistance in preparing and improving the audit strategy according to the requirements of the RRF.
Support delivered
The project support included the preparation of an “as-is” analysis of the existing draft audit strategy in relation to the RRF as well as the assessment of the level of adaptation needed to adapt the current audit strategy. It also included the design, of a “to-be” situation including detailed recommendations for an adequate audit strategy and finally, the preparation of a transition plan from the “as-is” to the “to-be” situation to improve the audit strategy. Finally, support also included capacity building activities and tools for the Audit Authority of the RRF on relevant audit and control frameworks and standards.
Results achieved
The project aimed to enhance the mechanisms for audit and control frameworks relating to the RRP and more concretely to expand the competence of the staff of the Audit Authority and receive the assistance in preparing and improving the audit strategy according to the requirements of the RRF. In the longer term the project aimed to contribute towards a successful implementation of the Republic of Lithuania’s RRP.
