General technical support for the implementation of Malta's Recovery and Resilience Plan
The Recovery and Resilience Facility (RRF) is designed to support the recovery from the COVID-19 crisis and help EU Member States’ economies and societies to become more sustainable, resilient, and better prepared for the challenges and opportunities of the green and digital transitions.
Context
In view of the requirements of the RRF Regulation, there is a clear need for Malta to ensure an effective implementation of the RRP.
Appropriate reporting requirements should be in place so that properly reporting on the progress in the achievement of its RRP (Art. 27) is assured. In relation to the requirements of the RRF Regulation, there is also the requirement to take all the appropriate measures to protect the financial interests of the Union and to ensure that the use of funds in relation to measures supported by the Facility complies with the applicable Union and national law. To that end, appropriate frameworks for the purpose of audit and control need to be put in place.
Support delivered
After discussion with the Maltese authorities the technical support is required to:
- Analyse the current monitoring system and propose recommendations in line with the specificities of the RRP.
- Conduct a gap analysis and propose recommendations on how to improve performance in relation to the implementation of the RRP.
- Develop and conduct capacity building activities in a number of areas in line with the specificities of the RRP including:
- implementation and monitoring system (including coordination and project management methods),
- reporting mechanisms, in line with the identified recommendations and,audit and control mechanisms.
Results achieved
The result led to the further enhancement of the Member State's implementation, monitoring, reporting, control and audit mechanisms, which were necessary for the implementation of the RRP (including amendment and revision thereof). Moreover, the results were used by the Maltese authorities for the purpose of an improved implementation of the RRP and possibly amendment and revision in case deemed appropriate.
