Technical support for strengthening the capacity of the Health Commissioner’s Office
The European Commission supported the project focused on establishing a robust governance model for Cyprus's Health Commissioner’s Office, following the implementation of a universal National Health System. The initiative aimed to create efficient complaint management, health audit, and service supervision structures, resulting in optimal health service delivery for citizens.
Context
In 2018, Cyprus reformed its healthcare system to ensure universal access, leading to the creation of the Health Commissioner’s Office for regulatory oversight. Aligning with EU priorities for digital transformation and efficient governance, the project addressed structural and operational inefficiencies, aiming for a resilient health system. Challenges included resource allocation and aligning with existing EU frameworks.
Support delivered
The project included a comprehensive operational review of the Health Commissioner’s Office, conducted by experts in EU health governance. From 2019 onwards, activities involved legal framework analysis, best practice exchange, and development of a communication strategy. The project engaged EU health policy experts and Cypriot authorities to ensure alignment with EU standards and local needs.
Results achieved
The project made recommendations for a governance structure for the Health Commissioner’s Office, for improving complaint handling, auditing, and supervision of health services. If the recommendations are applied, benefits would result in enhanced operational efficiency and clarity in health service regulation, directly impacting the health outcomes for Cypriot citizens.
