Effective Design and Implementation of the National Anticorruption Strategy of Lithuania
The project focused on enhancing Lithuania's anti-corruption framework, benefiting the Special Investigation Service (STT) by providing EU-funded support for strategic design and implementation. It aimed to improve institutional accountability and transparency, foster cross-sector collaboration, and elevate public awareness, ultimately strengthening Lithuania's ability to effectively prevent and combat corruption.
Context
Over the past two decades, Lithuania has focused on combating corruption and promoting public integrity, notably through its National Anti-Corruption Programme for 2015-2025. Despite some progress, challenges persisted, such as slow reform progress and high perceived links between business and political corruption, as identified in the European Commission's 2020 report. The project aimed to address these issues by strengthening strategic anti-corruption frameworks, aligning with EU priorities of good governance and resilient institutions. Challenges included inconsistent subnational integrity measures and low implementation of legislative changes to enhance internal integrity management systems.
Support delivered
The project supported Lithuania's anti-corruption efforts by collaborating with the Special Investigation Service and the Ministry of Justice. Key activities included research, policy analysis, drafting reports with recommendations, and developing communication strategies. Conducted between 2020-2024, these activities took place in Lithuania to strengthen anti-corruption measures and improve public integrity. The European Commission funded Lithuania’s request, with additional support from the OECD, to design and implement the new Anti-Corruption Agenda for 2022-2033. The effort aimed to create a robust framework for monitoring, evaluation, and public engagement to combat corruption effectively across sectors.
Results achieved
The project led to an enhanced anti-corruption framework, improving the effectiveness of prevention strategies. Key achievements included increased institutional accountability and transparency in government anti-corruption efforts, as well as strengthened cooperation across sectors and elevated public awareness. The project provided benefits by fostering a unified approach to fighting corruption. The expected improvements include a more accountable government and heightened public trust.
