Strengthening the Romanian Court of Accounts for Enhanced Accountability

The European Commission supported the Romanian Court of Accounts to reinforce its capacity for people management and communication activities through the implementation of  Human Resources and Communication Strategies. These actions will in the medium term enhance audit capacity, improve public financial management, and increase transparency and accountability in government operations.

Context

The Court of Accounts is undergoing an extensive institutional reform  to strengthening its capacity to carry out external public audit activities in accordance with the standards of the International Organization of Supreme Audit Institutions (INTOSAI).This reform will have a significant impact on the activities that external public auditors will carry out during audit engagements, on the IT systems , data collection and analysis, and also on human resources or communication.

Support delivered

The project helped develop and implement action plans for the new Human Resources and Communication strategies. Starting January 2023, the support did diagnostic analyses to identify areas for improvement, facilitated interactive workshops to enhance staff skills, and created tailored resources to implement the new strategies effectively. Activities were carried out on-site and online, ensuring accessibility and engagement. With a focus on co-creation, the project actively involved Court staff, fostered ownership and ensured that the solutions developed were aligned with the institution's specific needs and context.

Results achieved

The project successfully supported the development and implementation of a competency framework, which serves as a reference model for staff career planning and development. Moreover, the project reviewed the processes of recruitment, performance evaluation, and professional training  and gave recommendations on how to integrate the competency framework  to boost the institution's efficiency and align with its goals. Enhanced communication strategies improved engagement with stakeholders, including the Parliament, mass-media and the wider public. These changes are expected to significantly increase audit effectiveness and transparency, ultimately fostering greater public trust in government financial oversight. The implementation of the new Human Resources and Communication strategies is anticipated to lead to improved operational efficiency, better alignment with international standards, and a strengthened capacity for the Court to fulfill its mandate in public financial management and accountability.
