Strengthening policy development and foresight in the Irish Civil Service
The European Commission aimed to enhance Ireland's regulatory quality by establishing an integrated policy framework to improve policy coordination and improve the use of strategic foresight. The long-term goal being to improve Ireland's resilience to future challenges and inform public service reform.
Context
Ireland underperformed other OECD countries in regulatory quality, because of identified challenges such as insufficient stakeholder engagement, limited data use. In addition, Ireland lacked the capacity to perform strategic foresight to address large societal challenges impacting Irish society, including the Sustainable Development Goals.
Support delivered
The project involved reviewing ongoing initiatives, developing an integrated policy framework, and establishing a strategic foresight and anticipatory governance action plan, including a community of practice for strategic foresight across the administration. Key activities involved peer exchange networks and strategic learning programs across Irish government departments, aiming to enhance policy development processes and foresight capacity.
Results achieved
The project created a network of civil servants skilled in policy development, established strategic foresight capacity, and improved transparency and public trust through better policy-making processes. It enhanced policy consistency, achieved greater value for money, and strengthened relationships between policy developers and front-line providers, contributing to Ireland's public service reform plan.
