Strengthening The National Anti-Fraud Strategy in Spain

The European Commission aimed to support Spain in its efforts to strengthen institutional and administrative capacity, including at regional and local levels, to facilitate socially inclusive, green and digital transitions, to effectively address the challenges identified in the country-specific recommendations and to implement Union law. Specifically, the objective of this project was to support Spain in designing, developing and implementing reforms for Strengthening the National Anti-fraud Strategy (NAFS) in Spain and to contribute to the ongoing reform on preventing, detecting and responding to fraud against the financial interest of the EU in the public sector in Spain.

Context 

Having a national anti-fraud strategy is necessary to fulfil the obligation to adopt effective and proportionate anti-fraud measures laid down in the EU legislation on protecting EU financial interests, as well as a requirement stemming from the recommendations of the European Court of Auditors and OLAF. Spain hasn’t had a national anti-fraud strategy, as the anti-fraud structures and processes were at an early stage in 2021. The Spanish authorities have requested technical support in designing an antifraud strategy and action plan, a monitoring and evaluation framework, recommendations on the whistleblowing channel, as well as support in capacity building and developing a stakeholder and communication strategy.

Support delivered

To coordinate approaches to addressing fraud across institutions and levels of government,

this project supported Spain in the design, development and implementation of a National

Anti-Fraud Strategy. The OECD, in consultation with relevant stakeholders in Spain has

completed eight outputs to achieve these aims:

• Output 1: Study with analysis and recommendations on the whistleblowing channel.

• Output 2: Diagnostic Study and Stakeholder Engagement Plan.

• Output 3: Risk assessment.

• Output 4: Draft National Anti-Fraud Strategy.

• Output 5: Action plan for the National Anti-Fraud Strategy.

• Output 6: Monitoring and evaluation (M&E) framework.

• Output 7: Workshops to build capacity.

• Output 8: Communication materials.

Results achieved 

The expected short and medium-term outcomes of this project include improvements to Spain’s anti-fraud framework, the monitoring and evaluation framework of institutions involved in combatting fraud and increased institutional engagement and capacity in fighting fraud. The expected long-term impact of this project is improved mechanisms for the prevention and detection of fraud and irregularities in Spain, resulting in stronger government co-ordination and resource management, and effective strategies for the recovery of misused funds.
