Strengthening Finland’s Governance for Accountability and Resilience
The European Commission supported Finland’s Ministry of Finance in strengthening internal control and risk management across government. The project delivered diagnostics and strategy recommendations; regulatory, monitoring and awareness guidance; a systemic risk guide; and reporting templates to enhance accountability, resilience and public trust.
Context
The project responds to Finland’s need to strengthen and modernise its internal control and risk management system to support accountable, resilient and future-oriented governance. The diagnostic review revealed fragmented practices, unclear responsibilities and limited oversight, which risk undermining integrity and performance. With EU support through the Technical Support Instrument, the project strengthens the Ministry of Finance’s capacity to lead reforms aligned with EU policy priorities, including the Recovery and Resilience Facility and the green and digital transitions. By enhancing accountability and transparency, it promotes institutional resilience, citizens’ trust in government and sustainable growth.
Support delivered
From 2023 to 2025, the OECD worked with Finland’s Ministry of Finance to strengthen internal control and risk management across government, funded by the EU through SG REFORM’s Technical Support Instrument. The OECD delivered strategic, systemic recommendations and practical tools through analytical reports, expert guidance, capacity-building workshops, and indicator-based assessments. The project included alignment with international standards and good practices, comparative analysis with OECD countries, and stakeholder consultations. Implemented in Finland and through OECD platforms, it involved close coordination between SG REFORM, the OECD and Finnish authorities to tailor solutions to national needs and enhance public trust.
Results achieved
The project delivered a coherent package of recommendations for Finland’s internal control and risk management, including a diagnostic baseline, action plan proposals, regulatory, monitoring and awareness guidance in the integrated framework report, a systemic risk guide, and reporting templates. These outputs strengthened the Ministry of Finance’s coordinating role, supported the establishment of the new Advisory Board, and built managers’ capacity to address systemic risks and improve implementation. The project helped identify weaknesses, improve practices, and build institutional capacity. These efforts are expected to enhance consistency and accountability, align practices with OECD standards, and reinforce resilience and performance in public administration.
