Next generation of digital public services
The European Commission aimed to help Greece implement reforms for modern, secure digital public services to boost access, efficiency, and transparency for citizens and businesses. This streamlined service delivery within a robust cybersecurity framework is expected to enhance economic activity, improve social outcomes, and adapt to country-specific challenges, ensuring effective implementation of EU law and the national recovery and resilience plan.
Context
This Project was the continuation of previous SG REFORM projects implemented by Expertise France since 2016. The urge of digital public services was highlighted in the 2020 European Semester reports, particularly in the country-specific recommendations, advocating Member States for digitalization as a priority. Greece needed to enhance its digital performance by deploying digital tools in public administration, avoiding electronic duplication of bureaucracy and placing digital at the centre of administrative management. To this end, Expertise France provided technical support to the Ministry of Digital Governance to drive forward this key reform.
Support delivered
A set of tools was developed to support public administration in its digitalisation journey, starting from a common collaborative framework for the design and implementation of new generation digital public services, bringing together capacity and resources from key stakeholders. Secondly, an AI competence framework was elaborated for developing public sector users' skills, while a comprehensive legal, operational and technological framework was created for the implementation of the second EU Directive on Network Information Security (NIS2). Finally, the project facilitated the exchange if know-how between three EU member states in the areas of digital public services and cybersecurity.
Results achieved
The project delivered a digital maturity assessment model and tools for public sector organisations, design recommendations to improve the usability of the gov.gr portal and a bilingual (Greek- English) version of the portal. A collaborative framework was developed to manage digital service delivery, along with a prioritisation tool for the Ministry. An AI digital competence framework was validated. Legislative outputs included the draft bill for NIS2 transposition (Law 5160/2024) and secondary legislation on CISO roles, security policies, and reporting. Additionally, cybersecurity compliance and audit frameworks were developed, with guidelines and tools for NIS2 implementation.
