Modernisation of the justice sector in Portugal
The Commission supported the implementation of a modernised agenda within the justice sector in Portugal, shifting towards user-centricity and more enhanced use of digital technologies and data in the justice system.
Context
Portugal is transforming its justice sector to be more people-centered, transparent, and trustworthy. The COVID-19 pandemic highlighted the need for digital and data solutions in the justice sector. The project aims to support the Ministry of Justice in advancing this agenda, focusing on digitalization, user-centered justice services, digital competencies, and accessible justice data. The project will be an important element in the revision of the National Plan for Resilience and Recovery for the area of Justice, contribute to the UN's Sustainable Development Goals, and implement EU digital priorities. It also aims to promote gender equality by reducing barriers to access to justice, particularly for women.
Support delivered
Who: DG REFORM in collaboration with the Ministry of Justice of Portugal and the OECD.
What: The main activities carried out were: (1) Inception Report, (2) Assessment on legal needs and service delivery, (3) Roadmap and Action Plan, (4) Pilot case studies, (5) Study on data production and statistical information systems, and (6) Presentation and communication materials
When: The activities were carried out from September 2021 until June 2024.
Where: The activities were carried out in Portugal, Lisbon, and OECD Headquarters in Paris, France.
Why: To support the Ministry of Justice of Portugal in advancing the country's user-driven justice modernisation agenda and the development of key policy strategies.
Results achieved
The end-goal of the Project is that: 1) legal needs of people and business are increasingly addressed; and 2) accessibility, efficiency and trust in the justice system in Portugal are enhanced. In addition, the Project is expected to 1) better understand the legal needs of people and business and responsiveness of justice services in Portugal are strengthened; 2) organisational capacity and capability of the justice system to leverage digital and data tools are increased.
