Increasing efficiency in public procurement system of Lithuania through the implementation of centralization and professionalization reforms
The European Commission aimed to centralise and professionalise Lithuania’s public procurement system to enhance efficiency and effectiveness. It involved training initiatives, a certification framework, and methodological development, ultimately improving skills and fostering sustainable procurement practices.
Context
The fragmentation of Lithuania's public procurement system hindered efficiency, with over 4000 contracting authorities. This project aimed at streamlining procurement processes, improving the capacities of public buyers and promoting green public procurement, reducing environmental impacts and enhancing the effectiveness the public procurement system.
Support delivered
The project included developing a certification framework, training future trainers, and creating training materials for procurement courses. The measures aimed to simplify R&D tender regulations and establish a methodology to measure centralization efficiency, all implemented within Lithuania to bolster public procurement functions. The project also ran three innovative pilot projects to trial new procurement approaches.
Results achieved
The project supported the implementation of reforms in centralisation and professionalisation. The introduction of training modules and materials aligned with the EU ProcurCompEU framework led to improved competencies, while pilot procurements demonstrated sustainable practices. This strengthened the public procurement ecosystem, benefiting regional authorities and contributing to more strategic procurements.
