Increasing the efficiency of the Public Employment Service’s administrative process with the reform of the ICT system 

The Commission assists Hungary in increasing the efficiency of its Public Employment Service (PES) administrative processes by increased efficiency in meeting demands, implementing online administration, reducing costs and administrative burdens, and thus being able to focus more on jobseekers.

Context

The Hungarian Public Employment Service (PES) has a quite outdated digital system (IR system) supporting client management processes. The development of the current client management processes was conducted during the 2014-2020 period, within the “Path to the Labor Market Programme”, co-financed by the European Social Fund. The current IR system presents various shortcomings and was only partially adapted to introduced process changes. It puts a significant administrative burden on the PES, hindering support to clients and monitoring of individual carrier paths. For these reasons, there is a need for a complete review of the IR system.

Support delivered

The project delivers an implementation plan for the new IR system, as well as the data model, data flows and architecture plans of the supporting IT solution, and the related regulatory recommendations and business and technical requirements.

Results achieved

Building on the results of this project, the PES is ready to initiate a program to replace the IR system with a new system to support simplified client management processes, improvement of efficiency and customer experience, easier data extraction and a harmonised ICT system.
