Enhancing cooperation and quality of public administration

The European Commission aimed at strengthening regulatory and legislative quality in Greece, including alignment with the EU’s better regulation agenda and integration of strategic foresight into the regulatory production. It was directly linked with the implementation of the Greek law 4622/2019 on the Executive State, which provides for the basic principles, mechanisms and framework for better policy-making and better law making. Technical support was provided to the Presidency of the Government of the Hellenic Republic. It included the implementation of a wide scale capacity building program with the objective to create a "community of legal experts" throughout the Greek public administration, which will work to support the implementation of the regulatory reforms. Prior to the design of the capacity building activities, the project produced: (a) an analysis of the as-is situation concerning the regulatory function and the embedding of forward-looking practices in the regulatory policy making, including review of structures, processes and coordination mechanisms, and (b) recommendations for addressing gaps in coordination and coherence throughout the regulatory and legislative lifecycle, and embedding forward looking practices into the regulatory policy making. 

Context

Since 2019, Greece has embarked on a wide-ranging reform for setting the appropriate framework for design, implementation, coordination, monitoring and evaluation of public policies underpinning the design and implementation of structural reforms. Indeed, law 4622/2019 on the Executive State (Executive State law) provides for the basic principles, mechanisms and framework for better policy-making and better lawmaking. Moreover, the COVID-19 crisis demonstrated the need to consistently implement legislative structures and processes in order to respond to unexpected challenges in a flexible and innovative way. To this end, the European Commission has introduced useful guidelines in the area of better regulation promoting a better integration of strategic foresight into policymaking with a view to ensuring that existing and new legislation is fit for the future.

Support delivered

The project aimed to support Greece in the design, development and implementation of reforms, as well as the preparation, amendment, implementation and revision of its national recovery and resilience plan pursuant to Regulation (EU) 2021/241. 

Results achieved

The project delivered a wide-scale training and capacity building program to 350 civil servants, including 61 trainers. Professionalization of law drafting is possible for ensuring avoidance of excessive legislation, future proof and digital-ready legislation. Second, the project supported methodologically sound mapping of the 12 steps in the Greek regulatory and legislative process, leading to efficacious regulation and effective legislation. Finally, the project ended with a comprehensive set of 92 targeted recommendations.
