The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supported the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2025, High-Level representatives from the European Commission and EU countries, showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities.
The conference also started the discussion with Member States on potential TSI 2026 multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument.
2026
For 2026, the Commission approved the following 4 reform support projects for Sweden:

- Improving capacity in Member States to effectively implement the FASTER Directive
- Support for Implementation of eInvoicing and Digital Reporting Requirements under ViDA package

For 2025, the Commission approved the following 5 reform support projects for Sweden:

- Digital approaches to fiscal reporting in Sweden
- Futureproof Education: Supporting schools in the AI evolution
- Rethinking Healthcare – Reimbursement of university hospitals in future health care systems
- Digital Finance Academy - Swedish FSA
2024
For 2024, the Commission approved the following 3 reform support projects for Sweden:
- GAIDE
- Policy measures to accelerate the Green and Digital transition of manufacturing industry SMEs in Sweden
- Provision of data through an AI-based model to support clinicians in making informed medical prescriptions

For 2023, the Commission approved the following 7 reform support projects for Sweden:
- Development of analytical and statistical tools to estimate the shadow economy in Sweden
- Strengthening the Governance of the Swedish Skills System
- Joint Management of Data and Analysis for Swedish Healthcare Regions

- Improve the quality of multi-level governance and strengthening the resilience of island economies of Croatia, Greece and Sweden
- Industrial ecosystems
- Proof of concept of AI models in market abuse monitoring

In 2022, the Commission approved 4 reform projects for Sweden:

Highlighted projects

The European Commission supported the Swedish authorities in implementing the Just Transition in the regions of Norrbotten and Västerbotten in Upper Norrland (Northern Sweden), in particular with regards to regional planning.

Supported by the European Commission, this project provided technical support to Sweden to strengthen the governance of its skills system.
