Technical Support Instrument - Country Factsheet

The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supported the preparation and implementation of Recovery and Resilience Plans.  

Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member

138 Reform projects
Romania has so far benefitted from 138 reform projects financed by the Technical Support Instrument or by its predecessor, the Structural Reform Support Programme.
11 Policy areas
The support addressed a broad range of policy areas, including public administration, better regulation, public spending, financial literacy, healthcare and education. A particular focus has been on digitalisation in both private and public sectors.
40 Multi-country
40 of the projects were part of a multinational effort to support reforms benefitting several Member States.

* The above data include all projects completed and ongoing at the time of the announcement of the annual TSI financing decision. During their execution, projects can be further split or aggregated, cancelled or withdrawn. Therefore, figures related to the approved reform support projects can slightly differ.

Reform projects approved under the Technical Support Instrument

The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2025, High-Level representatives from the European Commission and EU countries, showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities. 

The conference also started the discussion with Member States on potential TSI 2026 multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument. 

2026

For 2026, the Commission approved the following reform support projects for Romania:

  • PACE - EUDI Wallet for Romania
  • PACE - Increasing administrative capacity in the preparation of public-private partnership projects by exchanging experience with other states that have successfully implemented PPPs
  • PACE - Bridge2Opportunity – Integrated pathways for the inclusion of Romanian Roma citizens in the labor market – adapting the Spanish Acceder model
  • PACE - Strengthening Administrative Capacity for the Office for Industrial License (OLI)
  • PACE - Enhancing administrative capacity for effective EU Solidarity Fund governance and implementation through cross-border exchange and peer learning

  • Addressing fragmentation of capital markets on regional level and Enhancing regional interconnectedness of Capital Markets
  • Support for Implementation of eInvoicing and Digital Reporting Requirements under ViDA package
  • PACE - European innovations to combat prison overcrowding (PACE INNOVAPRIS)
2025

For 2025, the Commission approved the following 24 reform support projects for Romania:

  • Modernising the Ministry of Internal Affairs
  • A coherent framework on inspections, based on common principles and an integrated vision
  • Innovative technologies and tools for developing user-centric digital public services
  • Building up a monitoring & evaluation system that will allow access of authorities to quality programmatic, financial data in order to plan interventions in favour of children
  • Support the Implementation of the Migration and Asylum Pact in Romania
  • Preparing rural regions in Romania to adapt to demographic change and talent shortage
  • Supporting the preparation of secondary legislation needed for offshore wind development in the Black Sea
  • Water losses reduction for sustainable water management in Romania
  • Competency-based staff management in Romania's public administration

  • Improved skills and capabilities for public procurement professionals to support the reform of the public procurement system in Romania
  • Support for promoting renewable energy communities and demand-side response in Romania

  • Improving capacity in Member States to effectively implement the Pillar 2 Directive (Directive 2022/2523)
  • Facilitating the CSRD implementation by using the digital reporting platform of the Romanian Sustainability Code

Highlighted projects
