The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supported the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2025, High-Level representatives from the European Commission and EU countries, showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities.
The conference also started the discussion with Member States on potential TSI 2026 multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument.
For 2026, the Commission approved the following 5 reform support projects for Hungary:
- PACE - Modernizing the measurement of household consumption: exchange of expertise in statistical data collection in support of innovation and improved efficiency
- PACE - Exchange of experience in digital tax administration
- PACE - Developing the Quality Management System of the Hungarian Central Statistical Office (HCSO) at some key areas through a study visit at Central Statistics Office (CSO) Ireland.

- Energy Regulation Academy
- Addressing fragmentation of capital markets on regional level and Enhancing regional interconnectedness of Capital Markets MEs
For 2025, the Commission approved the following 9 reform support projects for Hungary:
- Digitalising and strengthening the electricity system in Hungary
- Strengthening performance-informed budgeting and, ex-ante and ex-post impact assessments in Hungary
- Improving contracting authorities' competences in life-cycle costing and green public procurement through the use of digital tools
- Development of the analytical capacities by introducing innovative data-driven systems to reduce irregularities related to the use of EU funds
Multi-country projects:
- Supporting Digital Transformation in Competition Law Enforcement
- Reinforcing SMEs’ competitiveness and green transition in export activities
- Digital Approaches to Fiscal Reporting in Hungary
- Accession to EU Digital Finance Academy
- Improving compliance with CSRD and CSDDD directives and ESG aspects among micro, small, and medium-size enterprises - as part of: Enhancing Quality of Sustainability Reporting of Enterprises and Increasing their Competitiveness, including MSMEs
For 2024, the Commission approved the following 6 reform support projects for Hungary:
- Accelerating climate adaptation measures in water management
- Developing a methodology for the comprehensive revision of costs and financing parameters in health care
- Developing policy and technical proposals to prepare Hungary to adopt VIDA
- Digital transformation and introduction of data asset management in the Hungarian Tax and Customs Administration
Multi-country projects:
- Operationalisation of the transfer strategies for banking resolution
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
For 2023, the Commission approved the following 5 reform support projects for Hungary:
- Towards a semantically interoperable health system
- Develop a single micro-credential system and standards to facilitate lifelong learning and rapid adaptation to changing labour market needs
Multi-country projects:
- Integration of environmental dimensions in public finances - implementing the 'Do No Significant Harm' (DNSH) principle in public funding programme
- Mapping competencies of national authorities in the area of implementation of EU restrictive measures - Best practices and legislative recommendations
- Enhancing the quality and use of tax information exchanged between Member States in the context of the Directive on Administrative Cooperation (DAC)
In 2022, the Commission approved 7 reform projects for Hungary:
- Local government public finance development and municipal capacity building in Hungary
- Support to the Implementation of the Just Transition
- Support to the Renovation Wave
- Development and implementation of the individual learning accounts (ILA-s) in Hungary
- Developing a supervisory framework for financial risks stemming from biodiversity-related losses in Hungary
- Insurance Conduct of Business Supervision - Development of a risk assessment framework and supervisory methodology including mystery shopping

Highlighted projects
This project, which ran from July 2023 to May 2025, supported Hungary in developing a coherent national framework for micro-credentials. Implemented through the European Union’s Technical Support Instrument, it was a collaborative effort between the OECD, the European Commission, and the Hungarian Ministry of Culture and Innovation.
This project aimed to significantly enhance semantic interoperability within Hungary's healthcare system, eventually extending it to various healthcare subsystems over the medium- to long-term.
