The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supported the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2025, High-Level representatives from the European Commission and EU countries, showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities.
The conference also started the discussion with Member States on potential TSI 2026 multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument.
For 2026, the Commission approved the following 19 reform support projects for Germany:
- Efficiency & Service Quality of the German federal administration
- PACE - Cross-Border Exchange on IT-Service Management and internal digital transformation: Strengthening Public Administration between Germany and Greece
- PACE - Fox for Future – connected and digital through the Low Code Platform Intrexx at the Reinickendorf District Administration of Berlin
- PACE - Strategic cooperation with the Netherlands on core data sets and reference architectures for interoperable digital health systems
- PACE - Exchange to improve Housing First Implementation and Homelessness Strategies in North Rhine-Westphalia
- PACE - Exchange on key areas to improve Child Health
- Scaling up productivity - A data-based, whole of government aproach to greater efficiency in the German federal adminstration

Highlighted projects
The Commission is supporting the State of Lower Saxony (Germany) on reforms to improve the pedagogical quality and effectiveness of ECEC provision by strengthening systematic and team-based planning to support children achieving developmental milestones and basic skills and competences.
The European Commission is empowering the four regions of Silesia (Poland), Thuringia (Germany), Brussels capital and Wallonia (Belgium) to boost their economic resilience and innovation and drive institutional modernization. Therefore, the project aims to enhance the ability of the regions to access EU funds through strategic guidance and capacity-building activities.
