The Technical Support Instrument (TSI) is the EU programme that provides tailor-made technical expertise to EU Member States to design and to implement reforms at the national level, with an emphasis on the green and digital transitions. The TSI also supported the preparation and implementation of Recovery and Resilience Plans.
Initiated in 2021, the TSI is the successor of the Structural Reform Support Programme (SRSP). Since 2017, both programmes have helped design, develop and implement over 2000 reform projects in 27 Member States.

Reform projects approved under the Technical Support Instrument
The Technical Support Instrument yearly cycle is launched during the dedicated TSI Annual Conference. In May 2025, High-Level representatives from the European Commission and EU countries, showcased how EU support helps Member States deliver on their reform agendas and align national reforms with EU priorities.
The conference also started the discussion with Member States on potential TSI 2026 multi-country projects - geared at addressing common issues among Member States thereby emphasizing the EU added-value of the instrument.
2026
For 2026, the Commission approved the following 6 reform support projects for Czechia:
- PACE - Sharing best practices in Schengen cooperation on internal security, in particular in international police cooperation and SIS system, identified by Schengen Evaluation and Monitoring Mechanism and implementation of relating new EU legislation
- Operationalising a Strategic Framework for Financial Instruments to Mobilise Private Investment in Czechia
Multi-country projects:
- PACE - Close cross-border cooperation and exchange of information and typologies between national sanctions competent authorities (in determining ownership & control)
- Energy Regulation Academy
- PACE - Towards increased civilian CSDP contributions - support for developing national governance systems
- Structured support to defence procurement (DAEN+) - Flagship project
2025
For 2025, the Commission approved the following 15 reform support projects for Czechia:
- Economic Security in Technologies and Resources in the Czech Republic

For 2024, the Commission approved the following 9 reform support projects for Czechia:

- PACE - Comparison of water management policy and drought management in the Czech Republic with the countries of Southern Europe
- PACE - Support to the enhancement of Public Administration awareness about the possibilities of cross-border exchanges and internships
- Promoting the mental health of youth by addressing the risks of online gambling and gaming
- Supporting FDI screening reforms in Europe: Developing solutions to identified and emerging challenges
- Enhance tax administration reforms through Tax Administration Diagnostic Assessment Tool (TADAT) in Czechia
- Social Climate Plan for Czechia
- Strengthen the national child protection system of the Czech Republic
2023
For 2023, the Commission approved the following 11 reform support projects for Czechia:
- Developing a comprehensive framework for the monitoring and evaluation of early childhood education and care in the Czech Republic
- Strengthening the efficiency of the judicial system in the Czech Republic
- Supporting businesses to achieve a higher level of digitalization
- Sustainable Finance Policy Options
Multi-country projects:
- Supporting the Czech Republic to implement spending reviews and build a performance budgeting framework
- Climate adaptation
- Mapping competencies of national authorities in the area of implementation of EU restrictive measures. Best practices and legislative recommendations.
- Supporting evidence-based regulatory practice and policy coherence for implementing the 2030 Agenda for Sustainable Development in Czechia
- Implementation of Housing Reform
- Proof of concept of AI models in market abuse monitoring
- Developing in-house capacity for Latvia and other Member States
2022
In 2022, the Commission approved 13 reform projects for Czechia:
- Methodology for the application of the DNSH principle at the national level
- Implementation of Digital Transformation pillar of the National Recovery Plan
- Recommendations how to achieve carbon neutrality and to set up of regulatory framework.
- Regional and local authorities – Enhancing cooperation & Quality of public administration
- Support to the Implementation of the Just Transition in the Czech Republic
- Insurance supervision - improvement of the supervisory review process relating to the assessment of adequacy of reinsurance programs
- Examining Technology-driven solutions to facilitate Third Country Nationals’ access to essential information
- General Technical Support for the implementation of the Recovery and Resilience Plan (control, communication and methodology)
Multi-country projects:

- Chainalysis as a tool to reduce the risk of circumvention of sanctions, that are imposed to Russia, using virtual assets

Highlighted projects
The European Commission support Czechia and Poland to improve both housing affordability and availability of housing solutions for vulnerable groups.
