Health crises, population ageing, rising expectations for high-quality care, workforce shortages and rapid technological innovation are placing increasing pressure on the sustainability, resilience, and performance of health systems across the European Union.
These trends underscore the need for comprehensive structural reforms to strengthen public health capacity, improve efficiency, and ensure long-term sustainability, while safeguarding equitable access to high-quality, people-centred services.
In line with the priorities of the European Commission for 2024–2029—particularly strengthening preparedness for cross-border health threats, addressing workforce shortages, advancing digital health, and promoting preventive care—EU Member States are advancing reforms through their national health programmes, policies, and strategies. These reforms increasingly focus on integrated care models, health system digitalisation, data interoperability, and the adoption of innovative technologies, alongside measures to address demographic change and health inequalities.
Consistent with both EU and national priorities, including the European Semester cycle, the TSI aims to support sustainable investment in health infrastructure, workforce development, and digital transformation. Ultimately, the objective is to ensure that, both in times of crisis and stability, health systems across the EU remain robust, accessible, and capable of delivering high-quality care to all.
