Towards person-centered integrated care in Ireland
The European Commission supported the project “Towards person-centred integrated care: Aligning the health service workforce in Ireland with the needs of the person and population”. This project was led by the Irish Department of Health, in collaboration with the Health Service Executive, with technical support from the OECD.
Context
Ireland is currently undergoing a reform process to strengthen integrated care. Sláintecare, the long-term vision for health and social care, and the direction of health policy in Ireland, has the objective of achieving a universal health and social care system, and delivering a safe, quality health and social care service that meets the needs of Ireland’s growing population, and attracts and retains the very best healthcare clinicians, managers, and staff.
Support delivered
The project aims were to support Ireland’s overall reform process, focusing on developing a multidisciplinary workforce model for integrated care. Key outputs included a situation analysis, a report on best practices in delivering integrated care and health care workforce skills for integrated care, and a recommendations report on implementing a workforce model for effective integrated, multidisciplinary care teams in the community in Ireland. Activities such as expert workshops and a study visit to the Netherlands supported knowledge exchange, while a pilot tested an introductory training to build health workforce knowledge of integrated care.
Expected results
The project provided the Irish Department of Health and Health Service Executive (HSE) with concrete recommendations for strengthening integrated, multidisciplinary care teams in the community in Ireland, accompanied by an evaluation framework for tracking the implementation of these recommendations. The pilot phase led to the development and testing of an introductory training on integrated care in Ireland. A roadmap for scaling the pilot summarised the results of the pilot, and gave concrete steps for making the training video widely accessible to key stakeholders in the Irish health system.
