Optimalization of strategic plans for further development of e-health in Poland
The European Commission aimed to support the Ministry of Health in updating the eHealth development strategy for the use of new digital tools, methods and services and advanced digital technologies in healthcare. Furthermore, the project helped to prepare the ground for the implementation of the European Health Data Space.
Context
The digitalisation of the Polish health system is a priority outlined in the Strategic Framework for the development of Health 2021-2027. Poland has significantly invested in healthcare digitalization to improve efficiency, accessibility, and quality of health services. Developing the eHealth ecosystem remains crucial, with plans for substantial investments via the Polish Recovery and Resilience Plan. In this context, the Ministry of Health requested support to further enhance digital tools, leverage advanced technologies, and prepare the national eHealth system for the implementation of the European Health Data Space.
Support delivered
Technical support was provided to the Polish Ministry of Health by the providers, in coordination with the Directorate-General for Structural Reform Support of the European Commission and funding via the Technical Support Instrument. The project resulted in the following key Deliverables:
- Analysis of the Polish eHealth ecosystem
- Report on European good practices
- Recommendations for the use of new digital tools, methods and services and advanced digital technologies in healthcare
An action plan: ‘Towards the implementation of the European Health Data Space’
Results achieved
The project’s outcomes included the development of comprehensive action plans and strategic documents for further developing the eHealth ecosystem and implementing the European Health Data Space. It laid the groundwork for a future interoperable eHealth system in Poland, designed to enhance patient engagement and overall health system efficiency. A monitoring and evaluation framework was also developed to guide future implementation. These results are expected to contribute to strengthened institutional capacity of the Polish Ministry of Health, and, in the long-term, to the overall resilience of the Polish health system.
