Support the renovation wave in Slovakia

The technical support focused on supporting the implementation of the renovation wave in Slovakia, and in particular the renovation of family houses supported under the Slovak Recovery and Resilience Plan, with a special emphasis on the energy poverty issue.

Context 

The Renovation Wave is crucial to helping Slovakia achieve its goal of climate neutrality by 2050. By renovating existing buildings and implementing strict energy efficiency standards for new constructions, the country aims to reduce energy consumption in buildings by 40% compared to 2020 levels, resulting in a 79% decrease in associated CO2 and greenhouse gas emissions. To achieve a decarbonised and energy-efficient building sector, Slovakia must undertake significant renovation efforts. The country's commitment to the Renovation Wave is evident in its Recovery and Resilience Plan (RRP), which allocates a significant part of its total funding to building renovation and construction. However, Slovak authorities face significant challenges for public authorities to implement this plan and deploy investments. 

Support delivered 

The support measures addressed specific challenges to the implementation of the renovation wave in Slovakia:

  • Cost-benefit analysis of buildings renovation programme
  • Family homes model renovation projects, including support to the organisation of three architectural competitions
  • Capacity building of public authorities and construction contractors
  • Support to a targeted open call scheme for renovation of houses for households in energy poverty
  • Methodology to implement the amended waste legislation, including the DNSH principle

Results achieved 

The technical support aimed to enable the Slovak authorities to ensure effective investment in building renovation as set in the RRP. At the same time, the support also resulted in strengthened capacity of the key players at national and local level.
