Support for Polish cities/urban areas/metropolitan areas in preparation of Sustainable Urban Mobility Plans

The project aims to support Polish cities and urban areas in developing Sustainable Urban Mobility Plans (SUMPs) by providing tailored technical assistance, resources, and capacity-building initiatives. The expected results include enhanced stakeholder engagement, improved mobility planning processes, and the establishment of effective, sustainable transport systems.

Context

Since the 1990s, Poland has seen significant developments in urban mobility and the creation of Sustainable Urban Mobility Plans (SUMPs). Cities like Kraków and Warsaw have pioneered transport policies grounded in sustainability. Although the adoption of SUMPs is optional, some Polish cities have aligned their documents with SUMP criteria. However, mobility in functional urban areas remains a challenge. To improve transport investments, better coordination between mobility and urban planning is essential, facilitated by SUMPs that consider all relevant urban policy areas and aim to integrate various transport modes, road safety, freight transport, mobility management, and intelligent transport systems.

Support Delivered

The project delivered comprehensive support through activities such as diagnostic reports for 15 beneficiaries, technical assistance for 15 Functional Urban Areas, and the organisation of webinars and seminars. Conducted from 2023 to 2025, these activities involved local authorities and stakeholders across various Polish cities. 

Results achieved

The project has led to significant improvements in the development of SUMPs across Polish cities, fostering greater stakeholder engagement and public participation. Beneficiaries have gained access to tailored resources and guidance, resulting in more effective mobility planning. The expected impact includes enhanced transport systems that are sustainable, efficient, and aligned with EU policy objectives, ultimately benefiting local communities and the environment.
