Support to the Implementation of the Just Transition
The European Commission aimed to support the Croatian Ministry of Regional Development and EU Funds with the implementation of the Just Transition Fund (JTF) through support with the development of project pipeline and capacity building activities. Additionally, the project analysed the transition challenges of two other Croatian regions and proposed an action plan to mitigate the socio-economic challenges of the transition.
Context
Croatia needed support to develop and establish the mechanisms for the implementation of the Just Transition Mechanism (JTM) in Sisak-Moslavina and Istria Counties. These two regions lack the experience and knowledge to manage the JTF and develop project pipelines while complying with State Aid rules and the JTF regulation. Additionally, Croatia has two areas not covered by the JTM, Nasice and Split, that due to the presence of industrial facilities, will face transition challenges.
The Croatian authorities requested technical support from DG REFORM to develop action lines for these two regions while identifying other sources of financing than the JTM.
Support delivered
- Assessment of the system for absorption of Cohesion Funds and recommendations for improvement in view of the JTM implementation
- Developing and implementing a training programme to build the capacity of stakeholders and eligible project promoters to implement the JTM effectively.
- Developing a project pipeline for the JTF implementation in Sisak-Moslavina and Istria Counties.
Analysis of challenges in the Split and Nasice area and development of action lines (identifying other funding mechanisms different to the JTM)
Results achieved
The results of the project helped to enhance the capacity of the Croatian authorities to implement the actions planned under the JTM and the implementation of action lines developed for the areas of Nasice and Split. These results contribute to the overall just transition process in Croatia.
