Recharge and Refuel - Clean, smart and fair urban mobility 

The European Commission supports the Ministry of Economic Affairs and Climate Policy, the Ministry of Infrastructure and Water Management, and the Department of Waterways and Public Works in developing agile, proportionate and risk-based safety regulations for the charging and refuelling infrastructure of alternative fuels, and the use of public infrastructure by Zero Low Emission Vehicles.

Context

Limited reduction of CO2 emissions caused by traffic jams around, between and in cities, strong pressure to make a significant shift to car sharing systems and whilst doing so promote electrification of car fleet.

Support delivered

The project provided:

  • Training and support for 30 new participating municipalities (multiple attendees per municipality).
  • Training and support for municipalities that were involved in the SRSP training in 2020-2021, aimed at further improving knowledge especially regarding electric shared cars.
  • Development of a ready-made package of policy options for local authorities to implement one-to-one.
  • Further development of specific knowledge (electrification, housing & parking policies, targeted communication).
  • Specific advice for local authorities for accelerating the licensing of charging stations for electric shared cars and the granting of licenses for shared cars in general.
  • Development of a model for new residential areas. Due to the major housing challenge in the Netherlands, a blueprint for shared cars and lower parking standards in new neighbourhoods is relevant.
  • Project in cooperation with MaaS-pilots: cooperation with public transport partners and developers of MaaS-apps. 

Results achieved

Development of car sharing (in particular electric) policies and implementation at the local level in the Netherlands, leading to reduction of CO2 emissions.
