Implementation of the Just Transition in Upper Norrland (Sweden) 

The European Commission supported the Swedish authorities in implementing the Just Transition in the regions of Norrbotten and Västerbotten in Upper Norrland (Northern Sweden), in particular with regards to regional planning.

Context 

Upper Norrland faces unique challenges in transitioning to net-zero emissions by 2045. The region must balance various land-use needs, including energy, agriculture, forestry, and indigenous Sami rights. Climate change and evolving land uses must also be considered. To achieve climate neutrality, Sweden plans to transition steel and metal-processing industries to low-carbon technologies, requiring increased renewable energy production and new skills. Stakeholders must integrate economic and social values in planning, considering the broad impacts of land-use decisions on regional economies, communities, and the environment. A balanced approach is crucial for a successful transition.

Support delivered

The project supported the regions of Norrbotten and Västerbotten by identifying their regional and spatial planning needs linked with the Just Transition, and providing advisory support for municipalities and regional council in the regions on climate transition and land use. Finally, recommendations were provided on governance and capacity building in the regions to support the transition. 

Results achieved 

The project’s results include strengthening regional development strategies in Norrbotten and Västerbotten. It developed tools and methodologies, such as a digital planning portal, and raised awareness on energy-related spatial issues. The stakeholder engagement process was successful, building connections and improving regional confidence in planning issues. These outcomes provide a foundation for the regions to address low-carbon and just transition challenges.
