The Energy Regulation Academy
The Energy Regulation Academy is a capacity-building initiative which provides targeted, reform-oriented support in the electricity sector to relevant Ministries and National Regulatory Authorities in all 27 EU Member States. The project will deliver residential trainings, thematic workshops and tailored consultations, aiming to support the implementation of key reforms. The implementing parter for this project is the European University Institute.
Context
Ensuring access to affordable, clean and secure energy for European citizens, business and industry is at the core of the EU energy policy priorities. The EU policy framework is evolving to reflect the needs of the sector, promoting cost efficiency, competitiveness, sustainability and energy security.
To successfully implement these reforms, national authorities, including National Regulatory Authorities (NRAs), ministries, and other relevant public authorities, must act swiftly. However, these authorities often have insufficient capacity to effectively implement this transition. Notably, all Member States received a country specific recommendation on the electricity sector in 2026. Significant improvements, system cost savings, and more rapid implementation could be achieved through joint capacity building efforts, sharing good practices and peer learning.
Support delivered
The Energy Regulation Academy will deliver residential training courses, paired with online trainings, to support shared learning on advanced energy sector reform challenges. These courses will take place in Florence, Vienna and Brussels. Thematic workshops will bring together Member States to discuss challenges requiring regional, cross-border coordination. In tailored consultations, Member States will also receive support for their ongoing reforms through tailored sessions with policy design experts.
Expected results
The Energy Regulation Academy is expected to contribute to the improvement and acceleration of electricity sector reforms in all EU Member States.
