Supporting Digital Transformation in Competition Law Enforcement

This EU-funded project empowers supports National Competition Authorities (NCAs) in 15 Member States to strengthen digital enforcement and safeguard consumer welfare. Through AI research and data science training, it enhances cooperation, reduces technological disparities, enhances cooperation, and aligns with EU digital priorities - translating policy into practice while fostering institutional maturity, interoperability, and shared innovation in governing digital markets.

Context

The digital economy is advancing rapidly, requiring National Competition Authorities (NCAs) to be equipped with the knowledge, skills, and tools to tackle emerging anticompetitive behaviour, harness the potential of artificial intelligence, and strengthen cross-border cooperation. By enhancing interoperability, data capabilities, and institutional maturity, the project supports key EU priorities, including the Digital Markets Act,  and the Artificial Intelligence Act, and the Recovery and Resilience Facility. Potential challenges may include aligning diverse national contexts and ensuring scalable implementation.

Support delivered

The project, co-funded by the EU and implemented by 28DIGITAL, delivers a scalable digital capacity-building framework in partnership with a Knowledge Partner, delivered across 15 EU Member States via hybrid formats, the project supports digital transformation and AI readiness. From 2025 to 2027, activities include baseline maturity assessments, modular learning architecture, and creation of collaborative learning networks. Training will be co-developed with experts, offered in basic and advanced tracks, and supported by multilingual subtitlesreflecting a multilingual approach. Peer exchanges, AI monitoring, and a final high-level conference will enhance impact. Delivered across 15 EU Member States via hybrid formats, the project supports digital transformation and AI readiness. Partner organisations include academic and policy experts contributing to content and delivery.

Expected results

The project will deliver a digital and AI maturity assessment framework and a tailored curriculum for NCAs in 15 Member States, including MOOCs, synchronous training, and Train-the-Trainer modules. It will foster cross-border collaboration to address disparities in digital maturity and support the design of a centralised knowledge-sharing mechanism 

Over 60 participants will benefit from hands-on capacity building.

These results enhance institutional capabilities, promote interoperability, and strengthen the NCAs' role in enforcing competition law in digital markets - contributing to the EU's broader digital and green transformation agenda.
