Establishment of data governance, business intelligence and analytics offices at agencies to support the data economy and seamless data exchange
The European Commission aimed to develop tools for the Ministry of Justice and Digital Affairs to assist the Estonian authorities in setting up Data Offices and improving their capacity, data quality, availability, and analysis.
Context
The project was carried out to significantly support Estonian institutions in implementing constantly evolving data management practices in their processes. Currently, especially in smaller institutions, there is a lack of organisational capacity and maturity to effectively absorb and integrate the support and guidance provided, indicating the need for further improvement.
Support Delivered
Multiple tools were developed for public authorities – three Data Office reference models for organisations with various sizes and capabilities, a Data Office checklist to guide actions, a maturity assessment framework to evaluate progress and a Data Landscape Health Dashboard for overseeing progress across the country.
Result achieved
These tools are expected to guide various public sector authorities in improving their data management practices, especially in the areas of data collection, management, analysis, re-use and exchange.
Furthermore, the project has supported the implementation of the Data Governance Act, the Data Act, the Open Data Directive and the implementing act on high-value datasets (especially regarding low-resourced institutions), and the Artificial Intelligence Act.
