Development of a new modern risk management IT system based on AI technologies in the Romanian Customs Administration

The European Commission supported Romanian Customs Authority (RCA) in defining a strategic, operational, and technical framework for the modernisation of their risk management system through the gradual integration of artificial intelligence and advanced data analytics tools.

Context

Rapidly evolving global trade and increasing volumes of goods flows generate vast and complex datasets for customs authorities. This environment creates significant external pressure on customs authorities to process information efficiently while ensuring security, safety, compliance, and efficiency. Currently, the Romanian Customs Authority performs the majority of its analytical work manually, which on one hand involves considerable human and time resources but most importantly, such analytical work does not produce quality results. As a result, there is a growing demand for advanced, interconnected IT solutions capable of supporting real-time data analysis, risk assessment, and coordinated responses.

Support delivered

The project covered the full preparation cycle for the digital transformation of the Romanian customs, from the analysis of the existing framework and the assessment of digital maturity to the definition of the concept for the new system, its technical architecture, and the requirements necessary for implementation. In addition, a benchmarking exercise was conducted by analysing risk management models in Belgium, Estonia, Finland, and Hungary, providing RCA with relevant comparative references on trends and good practices in highly digitalised customs administrations.

Results achieved

Through this TSI project, the RCA was equipped with all the necessary documentation, information, details and specifications that can enable it to launch a tender for the development of this risk management (IT) system.
