Supporting Inspections and Regulatory Delivery Reform in Lithuania

The European Commission supported the design, development and implementation of regulatory delivery reforms across the environmental, food and veterinary sectors in Lithuania. It contributed to the development of more integrated, outcomes-focused and coherent regulatory delivery frameworks, underpinned by data-driven and risk-based approaches and reinforced by robust compliance promotion mechanisms.

Context

Lithuania requested support to address persistent challenges in regulatory delivery across the environmental, food and veterinary sectors, including limited institutional coordination, suboptimal allocation of functions across levels of government and agencies, inefficient use of data, fragmented digital infrastructure, limited application of risk-based approaches, disproportionate sanctioning practices, weaknesses in compliance promotion and strategic planning, and gaps in institutional capacity and skills.

Technical assistance was required to strengthen protection levels in these sectors, reduce regulatory burden and uncertainty for industry, and advance national and EU priorities, including the green transition, digital transformation, and support for SMEs.

Support delivered

Building on a comprehensive assessment of key challenges and an analysis of international and EU Member States’ good practices, the project developed targeted, context-specific recommendations, structured around seven core areas for reforms: establishing effective regulatory frameworks; strengthening institutional frameworks; improving data management and modernising IT infrastructure; advancing tools and methodologies for inspection planning and execution; strengthening complaint management systems; building robust compliance support frameworks; and enhancing strategic planning and performance management.

Through continuous expert guidance and four in-person workshops, the project also provided tailored implementation support, strengthened institutional skills and competencies, and facilitated the advancement of regulatory delivery reforms.

Results achieved

The project supported establishing more effective and efficient regulatory delivery frameworks across the environmental, food, and veterinary sectors. It supported improved institutional coordination, greater consistency in inspection practices, strengthened capacities and professionalisation of inspectors within the Environmental Protection Department and the State Food and Veterinary Service, and facilitated the integration of risk-based approaches into inspection systems.

Project activities have contributed to strengthening risk assessment methodologies, inspection tools, complaint management systems, strategic planning frameworks, and digital tools.

The project’s outputs will contribute to enhanced protection across the environmental, food, and veterinary sectors and reduced regulatory burden and uncertainty for industry.
