Strategy for BIM implementation in public procurement in Spain
The European Commission supported Spain in advancing the integration of Building Information Modelling (BIM) into Spain’s public procurement processes and in implementing the national BIM Plan. It focuses on defining the value of BIM for both the public and private sectors, supporting its effective use in procurement, and aligning actions with international best practices. The project also contributes to the modernization of the public sector by identifying strategic objectives and developing targeted BIM training activities.
Context
Digitalisation is a challenge and a priority in most of the sectors and countries nowadays. The construction and building sector, which is in Spain of the lowest level of digitalisation may cause many inefficiencies both in public and in private sector. Given the economic importance of public works in Spain, the sector has a great impact on the economy as a whole. This problem has had a considerable spill-over effect across several other areas, such as digital economy, innovation, energy efficiency, circular economy, climate change, health and safety, jobs and education and training. Amid various attempts Spain did not succeed to implement BIM into their public works public procurement prior to the project.
Support delivered
The project provided support for the integration of BIM in Spain’s public procurement through a series of analytical reports, including an inception report, analysis of sector preparedness, a strategy and action plan for BIM implementation, and recommendations for capacity building. The support also included BIM training workshops and a final report summarising findings and guidance.
Results achieved
The project sought to support long term strategy followed by the implementable Action Plan of BIM in the state administration. The objective of the digitalisation of the public and private sector in this domain is expected to be followed by positive impact on economic growth in a sustained and sustainable way, improvement in training and job qualification of workers, among others. The project set a common foundation in terms of concept, objectives, and awareness for the development of a BIM Standardisation roadmap across the Spanish public sector. At the EU level, it aimed to support the provisions of Directive 2014/24/EU and is in line with EU BIM Task Group.
