Review of Slovenian Industrial Strategy 2021-2030 for green, creative and smart development
The European Commission supported the Ministry of Economy, Tourism and Sport in evaluating and adjusting its industrial policy, with a particular focus on its effectiveness and suitability to support the green and digital transition of the Slovenian industrial sector.
Context
The flagship project provided support to the green and digital transformation with the objective to help improve the resilience of the Slovenian economy and the implementation of a low-carbon circularity. In Slovenia, manufacturing and processing activities represent 23% of total value added, the third highest share in the EU. Slovenia also has an important share of energy-intensive industries, which are directly affected by the ongoing energy crisis. These industries are often at the start of value chains: any decrease in activity may therefore hurt entire value chains. Therefore, it is of strategic importance for Slovenia to speed up the transformation of its industrial ecosystem towards a more sustainable and resilient model.
The government’s industrial vision is summarised in the “Slovenian Industrial Strategy 2021-2030 for Green, Creative and Smart Development” (SIS). However, consecutive economic shocks necessitated that the implementation of SIS is brought in line with the most recent policy developments, while taking into account opportunities and threats in front of the Slovenian industry.
Support delivered
The goal of this project was to provide technical support to Slovenia to review and improve SIS while assessing its effectiveness and appropriateness for the green and digital transition of the Slovenian industrial sector. In particular, the purpose is to:
- Assess if the policy instruments are complying with the new policy objectives;
- Make recommendations for relevant updates of policy instruments to better support the green and digital transition of the industry;
- Reflect on whether there is a need to prepare additional measures to make the industry more resilient and less vulnerable to diverse shocks;
- Propose a more effective governance system.
The support measures included the following outputs:
- Report on improving the Slovenian Industrial Strategy including:
- Assessment of Slovenia’s national industrial strategy of policy instruments, benchmarked against other comparable countries;
- Description of most recent policy developments, while taking into account opportunities and threats in front of the Slovenian industry;
- Recommendations to improve industrial policy instruments to speed up green, creative and smart development;
- Recommendations to improve the institutional set-up for the design and implementation of industrial policy, including the cooperation with other relevant ministries and stakeholders.
Capacity building activities, including:
- 3 workshops to discuss the policy recommendations and disseminate them in the Slovenian administration;
- 3 training sessions targeting Slovenian civil servants, based on the results of this project.
Expected results
The ultimate objective of the project was a strong and improved national industrial strategy to adequately support the green and digital transformation and resilience of the Slovenian economy (including to external supply chain shocks).
In particular, it is expected that the Slovenian authorities will adopt the recommendations for the improvement of the Slovenian industrial strategy in order to achieve the structural transformations needed to boost green, creative and smart growth (project outcome). The outputs of the project would ultimately be used to improve policy efficiency in support of industrial transformation and streamline the implementation of the future industrial strategy.
