Analysis, recommendations and legislative proposals for a Building Act reform in the area of spatial planning
The European Commission supported Czechia in reforming its Building Act, focusing on spatial planning. With EU-funded technical assistance, the project delivered an in-depth analysis, recommendations, a legislative proposal, and a communication strategy on the Building Act reform. The goal was to simplify and speed up permitting procedures, promoting more efficient construction and sustainable development.
Context
Czechia faces long, complex building permitting procedures, hindering construction and investment. The current Building Act has been criticised for poor coordination, fragmented regulations, and lack of user-friendliness. This reform aligns with EU priorities under the Recovery and Resilience Facility and contributes to the Green and Digital Transformation by streamlining spatial planning and improving land-use efficiency.
Support delivered
The European Commission, via the Technical Support Instrument, supported the Czech Ministry of Regional Development through a project spanning 11 months. Activities included: (1) analysis of the 2007 Building Act; (2) identification of international best practices; (3) recommendations for legislative reform; (4) drafting a legislative proposal; and (5) development of a public communication strategy. Work involved expert roundtables, workshops, and stakeholder consultations.
Results achieved
The project delivered a comprehensive analysis of the existing Building Act, a set of actionable recommendations, a legislative draft for reform, and a targeted communication strategy. It strengthened inter-institutional cooperation and supported capacity-building in the Ministry. The expected outcome is a streamlined permitting system, improved coordination between authorities, and accelerated construction, contributing to economic growth and housing development in Czechia.
