Implementation of the BIM roadmap in Greece, including pilot projects
The European Commission provided technical support to the Ministry of Infrastructure and Transportation (MIT) in Greece, in order to implement key parts of the Νational BIM roadmap, including pilot projects. More specifically the project has the following expected outcomes:
- Introduction and institutionalisation of the BIM methodology in public construction works achieved.
- Raised awareness and improved capacities among construction sector stakeholders in preparation for the introduction of BIM to public construction works.
Context
The Greek construction sector faced fragmented digital adoption, limited BIM expertise, and lack of standardisation, hindering efficiency and transparency in public works.
This EU-funded project enabled MIT to operationalise the National BIM Roadmap through hands-on pilots, digital tools, and governance reforms. The project delivered practical BIM implementation in real public works, established national standards, and built capacity across the sector, setting a new benchmark for digital construction in Greece.
Support delivered
The project provided end-to-end technical assistance to the MIT and key stakeholders. Activities included:
- Design of the National Governance Structure for BIM within the MIT.
- Selection and hands-on support for three diverse BIM pilot projects (road, building, irrigation).
- Development of tailored BIM requirements and tender documents.
- Targeted training for public officials and contractors for the development of BIM documentation throughout the whole lifecycle of public works.
- Transfer of knowledge and practical training on the development of BIM requirements documents (EIR, MIDP) for future public works.
- Specifications development of the national Common Data Environment (CDE) for public works.
- Legislative proposals and communication strategy.
- Organisation of international study visits and peer exchanges.
- Design of dedicated financial programmes to support SMEs in their digital uptake with BIM.
- Design and development of the BIM national platform in the website of MIT.
All actions were co-designed with the MIT and WLSC members to ensure practical uptake and sustainability.
Results achieved
Under this project the following outcomes were produced:
- Permanent BIM Governance Structure: Supported the Ministry in designing a dedicated BIM governance unit and clear roles. The proposals developed within the framework of the project "Implementation of the BIM roadmap in Greece, including pilot projects, contract No REFORM/SC2021/084" and presented in this deliverable, contributed to the formulation of the Ministerial Decision No. 147373/12-09-2025 ( ΑΔΑ: ΨΠΜ5465ΧΘΞ-Θ16 ), according to which v.2.0 the Directorate for Planning, Programming and Electronic Monitoring of Technical Works (D10) of the MIT is designated as the competent authority for the implementation of the Roadmap and the assignment, administration and execution of the necessary contracts, as well as the cooperation with other bodies involved.
- National BIM pilot projects: Three pilot public projects were selected (covering road infrastructure, public buildings and irrigation) to apply BIM methodology. For each, tailored BIM requirements (EIR, MIDP) were developed and integrated into the tender documents, through a series of co-design workshops with MIT departments and contractors. This process provided practical training and created a reusable framework for future public works.
- National CDE Architecture: Designed the structure, content and specifications for a scalable Common Data Environment.
- Legislative recommendations: Provided actionable recommendations for BIM integration in Greek law.
- BIM financing programmes: Designed and detailed dedicated funding programmes for the digital transformation of SMEs via incentives for BIM equipment and software and the provision of focused BIM trainings.
- BIM Communication Platform: Launched a national platform for knowledge sharing and stakeholder engagement.
4 BIM dissemination events: By bringing together key stakeholders, they enabled the exchange of expertise, promoted innovation, and strengthened the Ministry’s role in shaping a unified national vision for BIM implementation.
