Promoting Quality Investment for Sustainable Growth in Croatia

The European Commission supported the Government of Croatia in designing and implementing a strategic framework to promote and facilitate sustainable private investment. With EU funding and OECD analysis and tools, it delivered policy assessments, technical advice, and stakeholder consultations, resulting in the adoption of a National Investment Promotion Plan, an Action Plan, and reforms to the Investment Promotion Act.

Context

As part of its National Recovery and Resilience Plan, Croatia aimed to strengthen the sustainable development impact of foreign direct investment (FDI), aligned with EU priorities on green growth, regional cohesion, and economic resilience. Key challenges included fragmented institutional coordination, regional disparities in FDI attraction, limited transparency in investment incentives and weak alignment between investment promotion efforts and broader sustainable development objectives. The project addressed these gaps by supporting the development of a strategic framework to attract and facilitate quality investment—one that promotes innovation, green and digital transformation, and more balanced regional development through coordinated policy action.

Support delivered

From 2022 to 2025, the OECD supported Croatia’s Ministry of Economy in designing and operationalising a strategic framework for investment promotion. The support included analysis of FDI trends and impacts, policy assessments, technical advice on investment incentives, and inputs into the draft National Investment Promotion Plan and Action Plan. Guidance was also provided on coordination and monitoring mechanisms. Activities were carried out through workshops, bilateral meetings, and written inputs, including an in-depth OECD FDI Qualities Review, in Croatia and at OECD headquarters. Stakeholder consultations were facilitated to ensure broad-based ownership. This project was carried out with funding by the European Union via the Technical Support Instrument and implemented by the OECD, in cooperation with the European Commission. 

Results achieved

The project resulted in the adoption of a National Investment Promotion Plan (NIPP), an Action Plan, and amendments to the Investment Promotion Act. The reform introduces investor targeting mechanisms aligned with the country’s sustainable development objectives, enhances coordination between national and regional institutions, and strengthens investment aftercare services. It includes new incentives for green investments, upgraded digital platforms such as an improved investment portal and online guides, and a digital customer relationship management (CRM) system to streamline business support across institutions. The NIPP also commits to tailored promotion of underrepresented regions, expanded support for high-value-added activities, and development of sector-specific outreach tools. Monitoring and evaluation systems have been established to track implementation. These measures position Croatia to attract investment that drives innovation, decarbonisation, job creation, and balanced regional development.
