Advanced management of a road network through Artificial Intelligence
The European Commission provided support to assist Spain in adopting artificial intelligence (AI) for managing its road network. This will involve developing a detailed AI roadmap, creating an action plan and conducting capacity-building activities for road network management.
Context
Spain requested support under the Technical Support Instrument (TSI), to develop a project to digitalise and implement AI in the national Roads Network management, addressing key challenges in data governance, interoperability, and technological readiness. Spain’s current road network management struggles with data accumulation and underutilization, limiting real-time analysis and decision-making. The European Commission, through the TSI, provided Spain with a comprehensive roadmap for AI adoption, capacity-building activities, and enhanced data integration. These actions are linked to the EU’s digital transformation priorities, helping Spain overcome barriers to effective AI implementation and improving the efficiency of its road infrastructure management.
Support delivered
The project provided technical support to Spain in adopting artificial intelligence (AI) for road network management. It involved conducting a thorough analysis of the current road management system (AS-IS analysis), comparing it with the desired AI-integrated model (TO-BE scenario), and developed a comprehensive roadmap and action plan. Additionally, a training program was created for key stakeholders to build capacity and ensure successful integration. This initiative should guide Spain towards smarter, more efficient infrastructure management, optimizing road network operations and future-proofing the country’s transportation systems.
Results achieved
The project results in the adoption of an AI roadmap and action plan for Spain's road network management, improving data integration and decision-making processes. Key beneficiaries, including the Ministry of Transport and its agencies, will enhance their capabilities to manage infrastructure more efficiently. Expected improvements include optimised resource allocation and infrastructure upgrades, leading to safer and more sustainable roads. Over time, these reforms will strengthen Spain’s technological readiness, fostering better mobility management. The impact will depend on Spain’s continued implementation, driving long-term gains in road network efficiency and innovation.
