Slovakia’s recovery and resilience – Supported projects: Specific projects

Disclaimer: This page exclusively serves information purposes and is not an exhaustive database of projects funded by the Recovery and Resilience Facility. Notably, the map provides a snapshot of projects based on the current status of their implementation. It does not reflect the distribution of the projects funded by the Recovery and Resilience Facility across the different areas within Slovakia. The showcase of the projects in this page is without prejudice to any future assessment by the Commission in the context of the verification of the satisfactory fulfilment of milestones and targets pursuant to Regulation (EU) 2021/241 of the European Parliament and of the Council establishing the Recovery and Resilience Facility.

The measure references mentioned below are those contained in the Annex to the Council Implementing Decision approving the Recovery and Resilience Plan of the Slovak Republic and allow for easy identification of the measures

Supporting excellent researchers from abroad

(reference SK-C[C9]-I[I3]-M[9]: in the Slovak Recovery and Resilience Plan)

The aim of the investment is to create a research environment able to compete internationally for the best scientists, both in terms of salary competitiveness and appealing schemes to support outstanding researchers at different career stages (e.g. PhD students, postdoctoral researchers and senior researchers). The first call (launched in spring 2022 and supported by a EUR 15 million Recovery and Resilience Facility) aims at supporting researchers whose careers are at risk due to the conflict in Ukraine, by enabling them to continue their work in Slovakia. The support is channelled through the receiving institutions, hosting the researchers.

By early 2023, over 150 foreign researchers, mostly from Ukraine, applied for the scheme. The Slovak Academy of Science in Bratislava is among the institutions that host a particularly high number of researchers.

Projects supporting soft tourism in regions of Muránska Planina and Poloniny

(reference SK-C[C5]-I[I1]-T[7]: in the Slovak Recovery and Resilience Plan)

The investment supports green projects in the national parks of Muránska Planina and Poloniny. This is linked to the reform of natural conservation and revitalisation of the countryside. In particular, the investment aims at developing a soft tourism in the two pilot areas. By protecting ecosystems, it will also contribute to climate change adaptation and mitigation.

In April 2022, the investment schemes for the two national parks were published. Overall, 15 projects from Muránska planina and 13 projects from Poloniny were selected and are being implemented with EUR 17 million worth of Recovery and Resilience Facility financing. The projects support the creation of new jobs, the reconstruction of cycling routes, the development of recreation zones and nature trails and the renovation of parks and culturally important buildings. Additionally, the Poloniny national park will benefit from the construction of a museum of crafts, a museum of Rusyn culture as well as an astronomical observatory.

Improving energy efficiency of family houses

(reference SK-C[C2]-I[I1]: in the Slovak Recovery and Resilience Plan)

The objective of this Recovery and Resilience Facility investment (EUR 528 million) is to mobilise green renovation of family houses.

It targets the renovation of 30,000 single family houses by mid-2026, while achieving at least 30% primary energy savings on average. The focus is on older family houses (built before 2013) with still significant saving potential, providing incentives for deep renovation (above 60% primary energy savings). Besides traditional energy savings measures (e.g. thermal insulation, window and heating replacement, installation of new renewable energy sources), the investment scheme also supports climate adaptation measures (e.g. vegetation roofs, rainwater capture, etc.). 

In Autumn 2022, a network of 10 regional centres across Slovakia was created to provide owners with advice and technical assistance, and two pilot schemes amounting to EUR 30 million were launched. This includes a dedicated scheme targeting vulnerable, low-income homeowners, co-financed to 95% by the Recovery and Resilience Facility.

By mid February 2023 around 2,760 households had applied for subsidies financed by the Recovery and Resilience Facility.
