Transition Strategies for Finland’s Eastern and South‑Eastern Border Regions

The European Commission supported the Finnish Ministry of Economic Affairs and Employment (TEM) and the Regional Councils of 8 eastern and south-eastern border regions (Lapland, North Ostrobothnia, Kainuu, North Savo, North Karelia, South Karelia, South Savo, and Kymenlaakso) to develop transition strategies to adapt to the changing circumstances brought about by Russia’s war of aggression against Ukraine. The project delivered policy recommendations and action plans to strengthen regional resilience, security and long-term economic competitiveness.
