Description
EU citizens expect a highly skilled public sector workforce. In the 2023 Eurobarometer survey on citizens’ views, 3 in 10 respondents identified improving competencies in public administration as a key factor to support reforms in their country. When asked how the EU could help, more than 4 in 10 pointed to the value of sharing good practices from public administrations across Member States.
This clear bottom-up demand is reinforced by high-level commitment from the European Commission. This report responds to both priorities and supports the Commission’s ambition, set out in the Communication Enhancing the European Administrative Space (ComPAct), to develop a “Passport of core competencies” for jobs and roles in public administrations, including leadership skills.
The Passport is intended to help Member States design modern and forward-looking human resources policies, anticipate future skills needs, and support the intra-EU mobility of civil servants.
