Description
Public administrations face mounting pressure to deliver reforms, implement EU priorities, and respond to increasingly complex challenges. Adopted in October 2023, the Commission's ComPAct has helped turn public administration modernisation into a shared European agenda at the very moment when simplification and competitiveness have moved to the centre of the policy agenda, and administrations are expected to deliver faster with fewer resources.
The progress report shows that 73 measures in the areas of skills, digital transformation and green transition have started to deliver concrete results for Member States public administration; the Public Administration Cooperation Exchange has expanded and will have involved over a thousand civil servants in peer-learning by the end of 2026; the quality of Public Administration Toolbox has been made a fully digital platform for inspiring reforms; several methodologies and tools have been developed to support public administration in collecting and analysing data and implementing EU and national legislation; and many technical support projects have helped to translate these tools and methodologies into reform pipelines in Member States.
As the current implementation plan reaches its end, the priority is consolidation and continuation: building on what works, sharing lessons learned for future reforms and institutionalising the drivers of change in Member States to expand administrative reform capacity.
