Regulate flexible working arrangements in the public sector

The objective of the reform is to increase productivity and effectiveness of the public service through the use of flexible working arrangements, such as working remotely, partly remotely, and part-time.
A proposal on flexible working arrangements in the public sector was approved by the Council of Ministers on August 30, 2023. The proposal was based on an assessment by the Public Administration and Personnel Department of the recommendations of an external study of best practices and possible limitations noted by other national public administrations.
Meetings with the Ministries/Deputy Ministries/Services/Departments to define the framework for the implementation of telework and other flexible forms of employment have been completed. A bill to regulate telework has been drafted while a Guiding Framework is also being drafted. An asynchronous online programme for telework and Regulations are being drafted for the other two forms of flexible working arrangements.
