
This reform aims to promote and enhance the accessibility and competitiveness of public passenger transport to recover after the pandemic. It consolidates the management of public passenger transportation in Slovenia under one integrated entity, which will optimise and streamline all the related activities, leading to more efficient and effective public transportation services.
This new company will perform different tasks in the field of public passenger transport, such as promoting the development of public passenger transport, proposing changes to legislation, planning public passenger transportation needs, carrying out public procurement procedures, managing ticketing systems, supervising operations and providing information to passengers. The reform will significantly improve the accessibility standard for public passenger transport.
In March 2022, the government adopted a bill that would create a state-owned company, responsible for the management of the implementation of the economic public service of road and rail public passenger transportation as a public service. The bill was the first step towards optimising the organisation and management of public passenger transportation. The Act was adopted in April 2022 by the National Assembly.
The company, headquartered in Postojna, will plan public transportation and its financing, participate in infrastructure planning and strategies and manage the integrated public passenger transport tickets that Slovenia has had for several years now. It will operate on a tactical level of the public transportation management as Slovenia strives to complete a three-layer approach (strategic, tactical and operational) of managing public passenger transportation. The company will manage all financial sources earmarked for public passenger transportation from the national and local budgets, and other sources of financing. It will also be able to get commercial funding. The government labelled the bill as the first step towards optimising the organisation and management of public transportation.
In September 2023, the government has signed a contract with the Company for the management of public passenger transport (DUJPP) which takes over government’s tasks in the field of public passenger transport. The same month the government signed five-year contracts with four selected concessionaires for conducting the economic public service of scheduled passenger transport, which is expected to be provided in full as of July 2024. For the economic public service, the concessionaires are entitled to a total of €134 m. DUJPP will manage the concessions and ticket sales, while the concessionaires will operate public passenger transport lines in accordance with scheduled timetables and receive compensation for these activities based on their monthly reports.
