The objectives of the reform are to improve the network integration of renewable energy installations and demand response.
To this end, the National Assembly of the Republic of Slovenia adopted the Electricity Supply Act, which entered into force on 13 November 2021. The Act:
• ensures the rights of final customers;
• ensures the rights of active customers;
• protects the rights of household customers, especially in the event of energy poverty;
• secures electricity supply;
• regulates efficient and competitive provision of aggregation and other energy services;
• regulates the efficient performance of the tasks of electricity operators and the provision of public utility services in the public interest;
• regulets efficient and competitive organisation and functioning of electricity markets
• ensuers social cohesiveness and protection of consumers as final consumers of energy.
The Act lays down rules for the functioning of the electricity market and the generation, transmission, distribution, storage and supply of electricity, and includes provisions for the protection of final customers; the modalities and forms of provision of public services in the field of electricity transmission and distribution and the electricity market, principles and measures to achieve security of electricity supply, measures to prevent energy poverty and other electricity supply issues.
The new role of final electricity consumers is coming to the fore. The Act regulates the contractual rights of final customers and certain special rights of household customers in a clearer and more detailed manner. Active customers are a further novelty. These are those who also emit electricity to the grid. Citizens’ energy communities – cooperatives – are also an important innovation. Within the Energy Community, transfers of electricity between its members are possible, but the members of the community retain their rights as final customers.
